All U.S. Exporters to Canada need to be aware of the new CARM program and their or their buyers’ obligations under the program.

On October 21, 2024, the Canada Border Services Agency’s (CBSA) Assessment and Revenue Management (CARM) will become the official system of record that all commercial importers, including Non-Resident Importers, will use to pay duties and taxes. The CARM Client Portal (CCP) will provide importers access to their trade information and account balances, direct payment solutions, and a myriad of trade tools that simplify their importing processes.
Registration to the CARM Client Portal (CCP) is mandatory. All U.S. companies that export to Canada need to know about their obligations and U.S. companies that are registered as Non-Resident Importers must be compliant. Setting up on the portal and completing authority delegation now will help avoid the impact of anticipated challenges, including potential delayed shipments, return of goods or even financial penalties.
